पर शर्मनाक बयान देने वाले डीएम राजीव रौतेला के खिलाफ राज्यपाल ने
कार्रवाई शुरू करने के निर्देश दिए है। गत सितम्बर माह में खेरेश्वर धाम पर
एक पत्रकार सम्मलेन के दौरान डीएम राजीव रौतेला ने कहा था कि 'सिपाही का
काम देश की रक्षा करना है, सेना में उसकी केवल 12 साल की सर्विस होती
है'।
उसके बाद वह पेंशन लेता है और अगर वह सेवा करते हुए अपने प्राणों को
त्याग देता है तो गांव, परिवार कहता है कि जब तक नेता नहीं आएंगे, जब तक
पचास लाख रुपए नहीं मिलेंगे, पेट्रोल पंप नहीं देंगे, सड़क नहीं बनवाएंगे
तब तक लाश नहीं उठेगी।
रौतेला के खिलाफ यह जांच की कार्रवाई लखनऊ निवासी सामाजिक कार्यकर्ता एवं आरटीआई एक्टिविस्ट उर्वशी शर्मा की शिकायत पर शुरू हुई। समीक्षा भारती न्यूज सर्विस को
दिए बयान में उर्वशी ने कहा कि शहादत पर शर्मनाक बयान देने वाले डीएम
राजीव रौतेला के खिलाफ उन्होंने उप्र के राज्यपाल को अपनी अर्जी भेजी है,
जिसके जवाब में राज्यपाल ने सम्बंधित विभाग को कार्रवाई करने को लिखा।
कार्रवाई के बारे में जानने के लिए उर्वशी ने आरटीआई भी डाली है जिसका
जवाब अभी प्राप्त नहीं हुआ है।
उर्वशी ने कहा कि राजीव रौतेला का
सार्वजनिक रूप से दिया गया यह वक्तव्य देश के लिए अपमानकारी होने के
साथ-साथ स्पष्ट रूप से देश-द्रोह था। जिलाधिकारी का वक्तव्य देश के शहीद
सैनिकों का अपमान है एवं मानवाधिकार उल्लंघन का जीवंत उदहारण था। डीएम
राजीव रौतेला ने अपने वक्तव्य में सैनिकों की सेवा 12 वर्ष होने, सैनिकों
को पेंशन देने, शहीद सैनिकों को मुआवजा देने आदि की सरकारी नीतियों की
सार्वजनिक रूप से भर्त्सना की है जो सेवा नियमों के अंतर्गत दंडनीय
आपराधिक कृत्य था।
उर्वशी ने बताया, '...इसलिए मैंने प्रदेश और
भारत सरकार से अलीगढ़ के जिलाधिकारी राजीव रौतेला द्वारा देश और शहीदों के
सम्बंध में की गई गई शर्मनाक टिप्पणियों से देशद्रोह तथा मानवाधिकार एवं
सेवा नियमों का उल्लंघन होने के प्रकरण में राजीव रौतेला को तत्काल
निलंबित करने और जांच कराकर नियमानुसार दण्डित करने की नियमपूर्ण कार्रवाई
करने का अनुरोध किया था।'
उर्वशी ने कहा कि वह शीघ्र ही रौतेला के
शर्मनाक भाषण के सम्बंधित अंश के वीडियो की सीडी को राजीव रौतेला के खिलाफ
साक्ष्य के रूप में जांच की कार्रवाई में शामिल करने हेतु शिकायती शपथ
पत्र नियुक्ति विभाग को उपलब्ध कराएंगी।

Don’t use RTI to further personal interests: Narain
LUCKNOW: The Right to Information Act (RTI) that promised to cut the red
tape in the corridors of power has a downside too, said former chief
secretary Yogendra Narain on Saturday.
Though the transparency act had empowered the citizenry, it had failed
to achieve its objectives even after eight years of its implementation,
he added.
“Somehow we have failed to achieve the Act’s objective in these
years. The only difference is that we have been empowered,” Narain said
while speaking at a seminar on RTI at the regional science city here.
Referring to the statement of former central chief information
commissioner Satyanand Mishra, Narain said 75 % of information sought
through the RTI was personal in nature. He said figures like these, if
at all they exist, would defeat the purpose of the act.
“The act was brought in the public interest and people should use
it for the greater public good, not for personal interests,” he said.
Earlier, delivering the presidential address, justice (retd) Kamleshwar
Nath emphasised that unless penalty provisions of the act were
implemented in letter and spirit, the change that it could bring about
would not be realised. He also called for more awareness programmes to
increase the usage of the act in the right direction.

Activists seek NCW's intervention in college student's rape case
LUCKNOW: Social activists in the city have sought the intervention of the National Commission for Women in the case where a college student was raped
after she was returning from a laptop distribution function in
Faizabad. The activists said the late arrival of UP social welfare
minister Awadhesh Prasad at the programme was responsible for the
incident.
In a letter to NCW chairwoman Mamta Sharma, social
activist Urvashi Sharma has demanded passing of necessary orders to the
state government so that the minister, district administration of
Faizabad and Amethi and college administration be made co-accused in the
case.
The minister arrived at the venue five hours behind the
schedule. As a result, the programme got over at 10.30 pm. Thirteen
girls, who had come to attend the programme, boarded an SUV to return
home. The driver dropped the other students and took the girl to an
isolated spot and violated her.
"The course of events suggest
that the minister and the organisers behaved irresponsibly. They failed
to undertake safety and security of beneficiaries by giving priority to
false pomp and show with the intention to take credit," said Urvashi
Sharma, who has sought NCW's intervention in public interest.

In
a move to protect whistle-blowers in the country, a division bench of
the Calcutta High Court on Wednesday ruled that a petition under the
Right to Information (RTI) Act can be made by using only a post box
number without giving the name and address.
The ruling was aimed at protecting applicants or RTI activists from
attack or harassment by persons who do not want information about their
activities to be disclosed.
Acting chief justice Ashim Kumar Banerjee and justice Debangsu Basak
passed the order on a public interest litigation (PIL) filed by Avishek
Goenka, challenging the rejection of his RTI application made to a
central government department by using his post box number to protect
his identity.
Goenka had applied under the RTI Act by using his post box number,
but his application was rejected on the ground that he had not disclosed
his identity by mentioning his address.
According to estimates, during the last six years, about 150 RTI
activists had become victims for seeking information by giving their
names and addresses:

Moving the petition, Goenka argued that a person has the right to
apply for obtaining information under the RTI Act by using post box to
protect his life.
“RTI activists are vulnerable human rights defenders in India. They
often act alone, moved by anger at corruption and other illegal
activities of public authorities and political leaders who do not want
information about their activities to be disclosed,” Goenka said.
“RTI activists receive media attention only when killed or seriously
injured. When complaints are made by RTI activists, law enforcement
personnel (who often work with corrupt officials) do not take
appropriate action. Therefore, such activists should not have been
identified and their lives could have been protected if they were
allowed to apply under the RTI Act by using post box number,” Goenka
said.
Protection of RTI activists was also raised in Parliament several
times during 2010. The Bombay High Court, when hearing the case of the
murder of RTI activist Satish Shetty in Maharashtra on 7 May 2010,
ordered the state to provide police protection to any person complaining
of threats or the use of force after filing RTI application.
The order of the Calcutta High Court means that it would be
applicable only in West Bengal and the Andaman and Nicobar islands.
Other states may follow the order but it is not a binding upon them.

आरटीआई वर्कर और येश्वार्यज सेवा संस्थान की सचिव उर्वशी शर्मा ने इन
कार्यक्रमों के आयोजनों के आचित्व पर सवाल उठाते हुए कहा किउनका संगठन
हमेशा से सरकारी योजनाओं के वितरण में ताम झाम वाले सरकारी आयोजनों के
खिलाफ रहा है और समय समय पर इनका विरोध भी करता रहा है| उर्वशी ने कि मेरी
एक आर टी आई के जवाब में खुलासा हुआ था कि सपा सरकार ने बेरोजगारी भत्ते
को बांटने के आयोजनों में भत्ते की धनराशि से अधिक खर्च कर दिया था जो इन
आयोजनों में नाम पर जनता के पैसे की बर्बादी का ज्वलंत उदहारण है|
उर्वशी
के मुताबिक कि यदि सरकारी योजनाओं के वितरण में ताम झाम वाले इस प्रकार के
सरकारी आयोजनों की योजना बनाते समय ही इस ओर ध्यान दिया गया होता, यदि
मंत्री अवधेश प्रसाद ने बढ़ती ठण्ड और लाभार्थियों की समस्याओं का आंकलन कर
अपनी अनुपस्थिति में ही कार्यक्रम समय समाप्त करने के निर्देश दिए होते और
जिला प्रशासन , कॉलेज प्रशासन ने लाभार्थी बच्चों के सुरक्षित आने जाने की
व्यवस्था की होती तो एक मासूम जिंदगी बलात्कार का दंश झेलने से बच जाती| पर
सरकार के किसी भी जिम्मेवार अंग ने ऐसा नहीं किया और बलात्कार हो गया तो
ऐसे में इस बलात्कार के लिए सरकार/व्यवस्था के ये सभी अंग अपनी जिम्मेवारी
से बच नहीं सकते हैं|
उर्वशी ने कहा कि
घटना घटित होने के बाद अब सरकार की तरफ से आयोजनों की व्यवस्था को चाक
चौबंद बनाने के उपक्रम किये जायेंगे , मंत्री महोदय कुछ बहाने बनाकर बचने
का पूरा प्रयास करेंगे , मुख्यमंत्री भी मंत्री को डांटने डपटने का उपक्रम
करेंगे, जिला प्रशासन को बलात्कारी के प्रति नरमी न बरतने के निर्देश जारी
कर दिए जायेंगे पर क्या इस सब से उस बच्ची की लुटी अस्मत वापस आ जायेगी|
कदापि नहीं|
उर्वशी ने कहा कि हमारी
मांग है कि भविष्य में इस प्रकार की घटनाओं की पुनरावृत्ति रोकने और जनता
के पैसों की बर्बादी रोकने के लिए इस प्रकार के आयोजनों पर तत्काल पूर्ण
रोक लगाई जाये और शासन स्तर पर सरकारी आयोजनों किये जाने का निर्णय करने
समय लाभार्थियों के आने जाने की सुरक्षित व्यवस्था न करने वाले अधिकारियों,
कार्यक्रम में देर से पंहुचने वाले मंत्री अवधेश प्रसाद , जिला प्रशासन और
कॉलेज प्रशासन के जिम्मेवार लोगों को भी बलात्कार की ऍफ़आईआर में
सह-अभियुक्त बनाया जाये|
