Don’t use RTI to further personal interests: Narain
LUCKNOW: The Right to Information Act (RTI) that promised to cut the red
tape in the corridors of power has a downside too, said former chief
secretary Yogendra Narain on Saturday.
Though the transparency act had empowered the citizenry, it had failed
to achieve its objectives even after eight years of its implementation,
he added.
“Somehow we have failed to achieve the Act’s objective in these
years. The only difference is that we have been empowered,” Narain said
while speaking at a seminar on RTI at the regional science city here.
Referring to the statement of former central chief information
commissioner Satyanand Mishra, Narain said 75 % of information sought
through the RTI was personal in nature. He said figures like these, if
at all they exist, would defeat the purpose of the act.
“The act was brought in the public interest and people should use
it for the greater public good, not for personal interests,” he said.
Earlier, delivering the presidential address, justice (retd) Kamleshwar
Nath emphasised that unless penalty provisions of the act were
implemented in letter and spirit, the change that it could bring about
would not be realised. He also called for more awareness programmes to
increase the usage of the act in the right direction.
